I would imagine that other voting systems, such as proportional representation don suffer the same degree of dirty politics. In these systems parties can take more risks during their campaign (taking innovative policy stances) and aren punished with a binary win or lose seat distribution. This encourages multiple parties, which in turn encourages democratic competition. Ultimately, healthy competition is the best check and balance there is.
